AutoBase Inc. Founded in 2000 by Donna La Bella, Joseph La Bella and Drew Scotti

Donna LaBella, President:
Donna is a highly motivated, results-oriented and decisive Administrator and leader with a focused approach to developing and integrating strategies to steer and achieve organizational objectives. Donna has over twelve years’ hands-on experience in managing Freeway Service Patrol Programs. Her expertise includes legal analysis, human resource management, vendor and contract management, program analysis and reporting, project management, organizational design and development, and policy analysis. Additionally, Donna has worked in the legal field for over fifteen years, providing guidance to Federal Administrative Law Judges on the most complex cases where analysis of pertinent issues and interpretation of the provisions of the laws, regulations, rulings, precedents, policies, procedures and guidelines relative to the cases were necessary. She lends her vast organizational skills derived from her legal education to the day-to-day operations of the company.

Peter Scotti, Executive Vice President:
Peter is a licensed NY State and Pennsylvania Adjuster, with over 35 years in the auto repair and maintenance field. Peter provides the emergency patrol operators with years of experience in light repairs, vehicle maintenance and customer service. He has over twelve year’s hands-on experience in Freeway Service Patrols, including the build-out of Service Patrol trucks. Peter acts as the Liaise between NYSDOT, MDSHA, ODOT and PennDOT supervisors regarding truck maintenance issues.

Joseph LaBella, General Manager:
Joseph is an expert in the field of Freeway Safety Patrols, with over 20 years of hands-on experience in providing fully functional patrol vehicles and coverage. Joseph has been involved with the NYSDOT HELP program since the first HELP truck was introduced in New York State in 1994. Joseph has more than thirty years of experience in the service industry; 11 years in the Aviation field and 20 years in the Commercial field. He is also experienced in Transportation Management, Airport Terminal and Cargo operations, Airport Transportation Shuttles, Crisis Management, and Risk Management.  Joseph monitors day-to-day operations to insure compliance with contract specifications and are problem free. As well, he oversees program requirements, truck operations, field operations, employee training and scheduling and overall contract compliance.

Joseph LaBella Jr., Regional Vice President:
Joseph La Bella Jr. is the Project Manager for the NYSDOT, ODOT areas and Assistant Project Manager for the PennDOT FSP contract. He Coordinates purchases of all equipment and supplies for the NYSDOT, MDSHA, ODOT and PennDOT contracts. Joseph is the coordinator of new start-ups for all roadside assistance programs, including training and testing driver’s proficiency and providing corrective action as necessary. Joseph is a Certified Trainer, National Traffic Incident Management Responder Course and a Licensed New York State Insurance Adjuster.

David Snee, Regional Vice President:
David is the Project Manager for the MDSHA and PennDOT contracts. David was commissioned by the State of Maryland Defense Force in 1993 and acted as a Military Police Officer 1994-96 before the Defense Force mission transitioned to Search and Rescue. He has collaborated with Joseph La Bella in managing transportation teams for both the Port Authority of New York and Federal Express in New Jersey. David is a Certified Trainer, National Traffic Incident Management Responder Course and a Certified National Tow and Recovery Operator.

Christopher Beach, MDSHA Supervisor:
Chris assists the Project Manager for the MDSHA contract. He provides hands-on daily supervision of all MDSHA FSP drivers.

Kamran Fateh, NYSDOT Operations Manager:
Kamran assists the Project Manager for the NYSDOT contract. He provides hands-on daily supervision of all NYSDOT service patrol drivers as well as driving a service patrol vehicle providing roadside assistance services daily. Kamran has over fifteen years’ experience providing FSP services to the NYSDOT. He communicates directly with New York State Troopers regarding critical issues, and provides comprehensive, detailed reports for review. Kamran is an expert in lighting and electrical installation and is hands-on with customization of all FSP vehicles for all AutoBase contracts.

Byron Requeno, NYSDOT Supervisor:
Byron assists the Project and Operations Manager for the NYSDOT contract. He provides hands-on daily supervision of all NYSDOT service patrol drivers as well as driving a service patrol vehicle providing roadside assistance services daily. Byron has over fifteen years’ experience providing FSP services to the NYSDOT.

James Salmons, ODOT Operations Manager:
James is the Manager for the ODOT contract. He has been providing FSP services for the past 3 years in Maryland before transitioning to the Manger of Ohio. He assists in the training and testing driver’s proficiency for all new employees. Communicates with Ohio regarding critical issues, and provides comprehensive, detailed reports for review. James is a Certified National Tow and Recovery Operator.

David Venziale, ODOT Supervisor;
David assists the Project Manager and Operations Manager for the ODOT contract. He provides hands-on daily supervision of all ODOT FSP drivers. David has been in the field for 10 years and a FSP driver for PennDOT before transitioning to management in Ohio.

Jonathan Wilkes, PennDOT Supervisor:
Jonathan assists the Project Manager for the PennDOT contract. He provides hands-on daily supervision of all PennDOT FSP drivers and coordinates purchases of all daily supplies for the PennDOT Contract. Jonathan has over twenty years’ experience as an OSHA Compliance Officer.

Alexander Rodriguez, PennDOT Supervisor:
Alex assists the Project Manager for the PennDOT contract. He provides hands-on daily supervision and scheduling of the safety patrol drivers.  Alex has over 10 years experience in the field of towing and safety patrols and holds numerous certifications in these fields.
